## Why it exists

Small and regional councils have a real road network, a reporting obligation and no
asset-management department. The tools built for state road authorities assume staff
those councils do not have, and the spreadsheets that fill the gap cannot answer the
question an auditor actually asks: *where did this number come from?*

PaveKeep answers that question first and everything else second. Every figure traces
back to the survey, the setting and the arithmetic behind it; a road nobody surveyed
is reported as unknown rather than as zero; and it works beside the systems a council
already has rather than asking for them to be replaced.
